The quick answer is no. No pure Essential oil is water soluble. To create a water soluble oil the oil must be rectified and have a solublising agent added (making it no longer pure). Most fragrant oils are water soluble, however, if you come across an Essential oil that claims to be ‘water soluble’ you can be guaranteed it isn’t pure.
